Being an incel is more about attitude than it is about how much you're getting. An incel is someone who thinks they're ugly and obsessed about it, who is needy and helpless. That's a mentality. When women call a guy an incel, they're referring to that mentality.
Can a woman embody the same hopeless mentality? Yes, of course she can. There are probably many women who fit this description, even if they don't specifically identify as femcels.
Concerning male Incels, I'd say they do exist because it's infinitely easier for most females to obtain male attention than it is for males to obtain female attention. This is why I do wonder if most Femcels are just choosing to be that way.
