My immigration plan is simple.
Immigrants will be classed into 10 categories.
Tier 1 includes China, Taiwan, South Korea, and Japan.
Tier 2 includes Vietnam, Thailand, and the Philippines.
Tier 3 includes Laos, Cambodia, Bhutan, Indonesia, Mongolia, and Nepal.
Tier 4 includes India.
Tier 5 includes Canada and any country in Europe, with the exception of Tier 6
Tier 6 includes the European periphery: Russia, Armenia, Georgia, Azerbaijan, Albania, Turkey, and Bosnia
Ummah: includes any country with a Muslim majority (except Bosnia, Albania, Azerbaijan, Turkey, and Indonesia)
African: includes any non-Muslim African country (sub-saharan)
South American: Includes any country in the Americas (except Canada).
Other: Everyone else (Pacific island nations)

There will be yearly visa renewal fee of $10,000 (except for Tier 5), bringing in $67 billion to the federal budget per year.
No immigrant will be eligible for any kind of welfare, including housing assistance, food stamps, Social Security or Medicare, even after becoming citizens.
To acquire citizenship, ALL prospective citizens (except Tier 5) need to pay a one-time tax of $20,000.
Here are the tier specific rules:
Tier 1: immigrants must be unmarried men between 18 and 45. No exceptions via chain migration. Drain China of its fighting age men. Expected total: 1 million males per year (mostly from China).
Tier 2 and 3: open borders. Counter-balance our north-east Asian population, and drag down the Asian IQ. Expected total: 500k males and females per year.
Tier 4: Indian immigrants must be unmarried females between the ages of 18 and 29. Birth-drain, without increasing the crime rate. Expected total: 1 million.
Ummah: immigrants must be unmarried females, ages 18 to 29. Total: 500k.
Africa: immigrants must be unmarried females, ages 18 to 29. Total: 2 million.
South American: immigrants must be unmarried females, ages 18 to 29. Total: 500k females.
European Tier 5: open borders. A $60k “tax rebate” will be paid to any Tier 5 immigrant who remains in the country for at least 12 months and earns more than $20k in income. The “Tier 5 tax rebate” will be paid with a yearly visa renewal fee from all other immigrants. Expected total: 1 million males and females per year.
European Tier 6: open borders. 100k males and females per year.
Other: open borders. Expected total: 100k per year.

Let’s look at the exogamy rate. Because of the gender imbalance (more females than males), 74% of births to Indian immigrant women would be “multi-racial” after 10 years.1
Assuming no natural population growth (2.1 TFR for natives), by 2086:
292.5 million mono-racial Americans; 408.5 multi-racial Americans, for a total of 701 million Americans.2
Since 58% of America would be multi-racial, and we assume that 50% of multi-racial babies are to black African women, then this means that the genetic profile of Americans would be 36% black.
However, the estimate of a 3.2 TFR for African immigrant women would most likely regress to the Haitian, South African, or black American mean within a generation, meaning that this 36% is an overestimate. If we use TFR 1.0 instead,3 America would be 22% black.
The Genocidal Neo-Nazi Perspective
Usually, anti-immigrant activists claim that immigration is bad because it brings black people (or similar types) to America, who are a drain on the budget and who increase crime. However, since I have instituted budgetary requirements, and since women have a low crime rate, these concerns would not loom large in the first generation. The main worry would be that these women would have children who would cause the same problems in the future.
But what if we didn’t care about things like crime or the budget, and instead only cared about the percentage of the globe that was black? In other words, what if, using a genocidal Neo-Nazi framework, our main priority was reducing the global number of black births?
What is the net impact of allowing 2 million black women to come to America each year? It is the opportunity cost of preventing African births. In Africa, where TFR is as high as 6.0, these women would have 12 million children. In America, where black TFR is ~1.4 and dropping, these women would have 2.8 million children. Hence, immigration reduces black births by 9.2 million per year. Over 30 years (the length of a generation), this would reduce black births by 276 million.
Assuming that the TFR of subsaharan Africa is 6.0, and there are 500 million African women, we should assume that the total number of African babies born per generation (30 years) is 3 billion. A reduction of 276 million would be a reduction of 9.2%, similar to German deaths in WWII. But rather than costing money, it would actually increase economic growth.
Let’s use the Rhodesian Bush War as an example of a Neo-Nazi race war, and assume that each soldier was paid $10,000 to kill 10 Africans, or $1k per African. Another way to come up with a cost ratio would be to look at the war in Gaza, where I estimate that $10 billion was spent (by Americans and Israels) to kill 100,000 Gazans, which comes out $100k per Gazan.
From the Neo-Nazi perspective, preventing 92 million black births has a value of between $92 billion and $9.2 trillion. Since these immigrants would be restricted from using welfare, and forced to contribute $10k per year in the visa fee, and black women commit violent crime at a lower rate than white men, it seems like this is a no brainer, even for genocidal neo-Nazis.
Since it does not seem like right-wingers are about to institute a neo-Nazi genocidal regime any time soon, this seems much more effective than using “starvation” as a weapon, since there is no evidence that malnutrition in Africa has a suppressing effect on population growth. As Lyman Stone has demonstrated, high infant mortality simply leads to more pregnancy; lower infant mortality reduces total number of births. Mortality has no effect on population growth, and therefore, it is not possible to “starve” Africa into a lower growth rate. Immigration is the only tool available, outside of cultural changes (birth control, feminism, divorce, pornography).
Can African Immigrants afford the visa fee?
$10 an hour at full time employment is $19k; after the fee, they would be left with $9k. Compared to the average African income, this would be an increase by a factor of 5x. Can someone live on $9k in America?
Yes, by doubling up in a one bedroom apartment (bunkbed style), one can afford to live in New York City for $500 a month, or $6k per year. By cooking rice-based meals, food costs $2k per year. This provides the average African woman with $1k left over in savings. This is obviously preferable to living in Africa, where kinship networks steal the money of anyone who gets ahead.

Since that 9% is only 75% black, the total genetic black contribution is 7% from “mono-racial” blacks.
1/3.85 = 26%, is the percentage African ancestry of multiracials until 1.0 TFR.
Then multiply by 58% multiracial Americans to get 15% of American ancestry overall.
Plus 7% gives us 22% African ancestry for all Americans.
